It is reported that in the first quarter of 2007, the gross product of civil enterprises has reached $17.36 billion that is 26.52% of the GDP of the city. The civil and mid & small businesses are playing a more and more influential role in the economical development of the city. But behind the rapid development, we have to be aware there are also some management disadvantages which limit their evolution: unscientific business procedure, extensive economics growth mode, low speed to respond to the market, difficulty in decision-making, and so on.

IT technology in information management is an important part in the companies’ strategies, as well as a significant way to fulfill the strategy. But it is still a hard project for many enterprises, especially the mid & small businesses. 

The third party platform cast a far-reaching influence on the informationization development. It represents that with the development of the society and technology, work has been divided more and more carefully. Mid & small businesses can enjoy the benefit from information management without paying too much time and money. With the benefit, they can focus more on the business management of the companies.

In order to help the mid & small businesses benefit from the advanced information management, and fulfill the guideline of the Party: Informationization drive industrialization, industrialization push informationization, the Shenzhen Municipal Government covered the informationization projects into the Management Method of Shenzhen Civil-owned & Mid & Small Business Development Special Fund which explicitly stipulate the supporting fund for the third party platform of information service. Many enterprises expressed that the ratio of the supporting fund surpassed any previous policy. 
  
Up to now, the first batch of supporting fund application auditing has come to an end. All the enterprises applied for third party platform have passed the auditing.
All the things happened in the end of 2006 are milestones which marked that the informationization construction of the civil-owned and mid & small businesses has stepped into a brand-new era. It has evaluated into a new Informationization Pattern with Shenzhen Characteristics.
